The major objective of the program is to give law enforcement officers of all backgrounds the tools they need to properly enforce the laws that affect bicyclists.
Although LAPD has a great Bike Cop program, bicycle laws are hardly enforced. I got a ticket for not stopping at a stop sign back in High School, it really pissed me off, but every since then, I rarely blow thru stop signs. On the other hand, my co-worker was complaining that cops really enforce the helmet law around his neighborhood and that discourages kids to ride their bikes. So the questions would be:
Could a crack down on helmet-less kids, riding on sidewalks and riding the opposite way of traffic discourage the use of bikes? Or could it actually increase awareness?
