I’m all for greater safety, but this seems a touch excessive. I think the research might be better suited to something like a cervical collar airbag/helmet combo for commuters.

Rather, let’s spend some more money educating motorists about the rights and responsibilities of bicycles on the shared roadways! Also, research into more practical safety measures for bicyclists.
More weight and complexity to cars. Europe already has pursued new regulations to alter the front end of automobiles to make them safer in case of pedestrian impact – hidden windshield wipers, more space between hood and engine etc. Perhaps a better idea is to implement a real drivers education course, one designed to teach drivers about cars and how to actually drive them, rather than the traditional abject terror of automobiles. And how to parallel park.
