Europe already has pursued new regulations to alter the front end of automobiles to make them safer in case of pedestrian impact - hidden windshield wipers, more space between hood and engine etc. Perhaps a better idea is to implement a real drivers education course, one designed to teach drivers about cars and how to actually drive them, rather than the traditional abject terror of automobiles.
